March 7,2013 C-1980-007/West Elk Mine JRS <br /> ROADS (cont.) -The haul road to the Sylvester Gulch facilities area was wet but remained stable. There was a lot <br /> of snow melting off of the road and there was some water flowing along the edge of the road. There was some <br /> minor rilling along the outside of the road that will need to be repaired once conditions allow. <br /> -The roads around the coal stockpile and silo areas were all wet and sloppy but were stable at the time of the <br /> inspection. <br /> -The road around the RPE and to the RPE ponds was wet and muddy at the time of the inspection. There was <br /> some minor rutting on the road that will need to be bladed out once conditions allow. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> -The HR-1 slide area remained stable at the time of the inspection. There was a good amount of runoff coming <br /> from the slide area and there was still some snow cover on the slide area.
