March 7,2013 C-1980-007/West Elk Mine JRS <br /> HYDROLOGIC BALANCE(cont.) -The ditches along the Sylvester Gulch haul road were covered with some <br /> snow but a large amount of water was flowing in the ditches. There was some water flowing along the outer edge <br /> of the road but it was snow melt from the road itself and not water flowing out of the pond. There was a large <br /> portion of the ditch where the check dams have been damaged(due to a blade in the ditch in an attempt to clean <br /> it). These will need to be repaired as soon as practical. West Elk may want to consider redesigning these check <br /> dams, as there appear to be more than are actually necessary. Overall the ditch was functioning properly at the <br /> time of the inspection. <br /> -The ditch around the LRP was flowing at the time of the inspection. There was some sediment in the ditch but <br /> there were no blockages seen. <br /> -The ditches around the RPE were all flowing at the time of the inspection. There was some sediment in the ditch <br /> but it was not impeding flow. There was some minor rilling in spots where water was flowing into the ditch and <br /> some minor rilling in the ditch itself. The ditch will need to be monitored and cleaned and repaired when <br /> conditions allow. West Elk has placed some new straw bales in the ditch at the point just above the road spur to <br /> the RPE and RPEE. <br /> -The half-culvert from the RPEE ditch did not appear to have any water running in it at the time of the inspection. <br /> The RPEE was inaccessible so the ditch was not inspected. <br /> GENERAL MINE PLAN COMPLANCE: <br /> -West Elk was currently mining in the E-Seam in longwall panel E4. They were currently mining just past cross- <br /> cut 56 at station 105+20. <br /> -West Elk was working on development of the longwall panel E5 headgate. They were almost to cross-cut 52 at <br /> station 97+60. There was no change in the development in the longwall panel E6 headgate or in the E South <br /> Mains since last inspection. <br /> -Based on the MSHA map in the operations area in the basement of the main office building,mining appears to be <br /> progressing as permitted and shown on approved permit Map 51 -E-Seam Projected Operations. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 Drainage Control; Surface <br /> Stabilization; Placement: <br /> -The RPEE was inaccessible at the time of the inspection due to road conditions. <br /> -The RPE was also inaccessible at the time of the inspection as operator was removing snow from the pile. The <br /> reclaimed slopes of the pile were inspected from below,by the RPE pond. The reclaimed slopes were well <br /> vegetated and stable and no erosional problems were noted. There was a slide on the east side of the pile and <br /> refuse material flowed down the outslope of the pile. The material was cleaned up and the pile was regraded. <br /> There is still some work that will need to be completed once conditions allow. <br /> -The LRP remained stable at the time of the inspection. The slopes are all well vegetated and no erosional <br /> problems were noted. <br /> ROADS—Rule 4.03 Construction 4.03.1(3)/4.03.2(3)Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and(6)Reclamation 4.03.1(7)/4.03.2(7): <br /> -The main haul road is a paved road.
