Angela Aldred, P.E. Page 2 <br />February 13, 2013 <br />DEPLETIONS <br />Well permit no. 54064 -F (ID 1406561) was obtained to expose water in this pit. Fremont <br />Paving will continue to mine the site with an allowance to disturb up to 50 acres. The exposed ground <br />water areas consist of 5 acres of pond area, 0.3 acre of dewatering trenches, 0.1 acre of collection <br />area, and 0.1 acre of return trench. The total of 5.5 acres of exposed ground water will result in 19.42 <br />acre -feet of evaporative Toss (see attached Table 1). A total of 15.33 acre -feet of water is expected to <br />be consumed by mining operations, consisting of 14.72 acre -feet of water lost in 500,000 tons of <br />aggregate and 0.61 acre -feet used for dust suppression (see attached Table 2). Total operations with <br />evaporation will result in 34.75 acre -feet of consumptive use. Projected uses and consumption during <br />the 2013 plan year are as shown in the attached Tables 1, 2, and 3. <br />Glover Analysis data provided in the cover letter of the submittal include the following: <br />• A distance to the river of 2,400 feet <br />• A distance of approximately 5,000 feet to the Excelsior Ditch; i.e. the impermeable <br />boundary <br />• Transmissivity of 100,000 gpd /ft <br />• Storage coefficient of 0.20 <br />Your stream depletion analysis is also attached (see attached Table 3) providing a monthly <br />distribution of the steam depletion. You have calculated total stream depletions to be 31.92 acre -feet <br />for the April 1, 2013 through March 31, 2014 plan year. Post -2013 plan year depletions are projected <br />to be 8.88 acre -feet. <br />REPLACEMENT <br />During April 2013 through March 2014, leased fully consumable replacement credits from the <br />Arkansas Groundwater Users Association (AGUA), available pursuant to a 2 -year lease, will be <br />provided to cover mining depletions. The credits will be generated through the delivery of fully <br />consumable water available to AGUA from the Board of Water Works of Pueblo, from the City of <br />Aurora, or from the Pueblo West Metropolitan District, to AGUA's Excelsior Recharge Ponds located <br />immediately west of Chico Creek. The lease provides that AGUA will deliver up to 30.3 acre -feet to <br />the Arkansas River by means of recharge ponds on the Excelsior Ditch. According to the request, a <br />copy of the lease will be submitted under separate cover. Attached Table 4 shows the proposed <br />accounting forms and the monthly replacement schedule for the 2013 plan year. <br />POST PLAN DEPLETIONS <br />Projected post plan depletions are shown at the bottom of attached Table 5. Projected post - <br />2013 plan year depletions are 8.88 acre -feet. AGUA has agreed to provide 8.88 acre -feet of fully <br />consumable recharge credits from the Excelsior Ponds during the period of April 2013 through March <br />2014 if needed. <br />The State and Division Engineers have reviewed the plan and the adequacy of each source <br />of water provided for use as augmentation water, including, where necessary, the historical <br />consumptive use of each water right, and return flows from diversion of waters imported into the <br />Arkansas River Basin or other fully consumable waters proposed for use as augmentation water. <br />
