drainages will be side - collector ditches similar to the South Collector ditch in the East <br />Pit at the Colowyo Mine. <br />Rule 4.05.4 — Stream Channel Diversions and Stream Channel Reconstruction <br />23. This item is considered complete. Colowyo has provided design information, <br />including a design map and channel profiles, for the proposed temporary ditches. <br />These designs are located in Exhibit 7, Item 23, Part E. <br />Rule 4.05.13 — Ground Water Monitoring <br />24. This item is considered complete (8 April 2010). Colowyo has provided a lengthy <br />discussion stating that a groundwater point(s) of compliance is not necessary in the <br />Collom mining area. Based on the submittal of this discussion, the Division finds that <br />this portion of the application is complete. The Division may address the information <br />contained in the discussion during technical adequacy. <br />Rule 4.06 - Topsoil <br />25. This item is considered complete (8 April 2010). Colowyo has provided a narrative <br />in Section 4.06 that minimally addresses this item. <br />26. This item is considered complete (8 April 2010). Colowyo has provided three copies <br />of the Topsoil Handling Map, Map 28C as required in Rule 2.05.3(5). <br />Rule 4.08 — Use of Explosives <br />27. This item is considered complete (8 April 2010). Colowyo has included map 26B, <br />which is the Blasting Analysis Map along with Exhibit 14, Item 8 — Pre -blast <br />Structure Locations. Pursuant to Rule 4.08.2(1), Colowyo is required to provide <br />written notification to all residents or owners of dwellings or other structures within <br />one -half mile of the permit area at least 30 -days prior to blasting. While this portion <br />of the pre -blast survey remains outstanding, it is not required for completeness. <br />28. This item is considered complete (8 April 2010). Colowyo has provided three <br />certified copies of Map 26B — Blasting Analysis Map - Collom with the PR -03 <br />application. <br />29. This item is considered complete (8 April 2010). Colowyo has provided the <br />requested descriptions of the oil and gas facilities within 500 feet of blasting.
