Rule 2.05.3 — Operations Plan
10. This item is considered complete (8 April 2010). Colowyo has provided facilities
descriptions in Section 2.05.3 of the permit text and on Map 22B — Structures and
Facilities.
Rule 2.05.3 (3) and 4.03.1— Haul Roads
11. This item is considered complete. Colowyo has provided designs that meet the
requirements for haul roads (although the particular designs have not been reviewed
in detail). Additionally, Colowyo has provided details regarding the haul roads in the
updated permit text on pages Collom -Rule 2, pages 90 and 93 and Collom -Rule 4,
page 2.
Rules 2.05.3 (3) and 4.03.2 — Access Roads
12. This item is considered complete. Colowyo has provided designs that meet the
requirements for access roads (although the particular designs have not been reviewed
in detail). Additionally, Colowyo has provided details regarding the access road in
the updated permit text on pages Collom -Rule 2, page 94 and Collom -Rule 4, page 2.
Rule 2.05.3(4) — Ponds, impoundments and other treatment facilities
13. This item is considered complete (8 April 2010). Colowyo has provided the
necessary SEDCAD analysis and designs (Exhibit 7, Item 23 and Exhibit 7, Item 26,
respectively). Additional detail regarding timing of disturbance and additional
sediment control ditching may result during the adequacy review.
Rule 2.05.3(6) — Overburden and Rule 4.09 — Excess Spoil
14. This item considered complete. Colowyo has provided adequate construction and
design information for the temporary overburden stockpile (8 April 2010). In the 17
December 2010 submittal Colowyo also provided the required text description of the
temporary overburden stockpile on pages Collom -Rule 2, pages 98 -99 and Collom -
Rule 4, pages 22 -23.
15. This item is considered complete. Colowyo has provided additional drill hole data
and discussion regarding the overburden chemistry for the Collom Lite and Little
Collom X Pits. This information is provided on revised pages Collom -Rule 2, pages
45 -48. The Division has not reviewed the information provided for technical
adequacy.
Rule 2.05.5 — Post - Mining Land Use
16. This item is considered complete. Colowyo has provided updated permit pages
Collom -Rule 2, pages 117 -118. Colowyo has minimally addressed the fish and
