The refuse being placed was too wet to properly compact, so the operator was <br />end dumping the material to allow it to dry out. Care should be taken when end dumping takes place to prevent <br />the impoundment of water on the pile to ensure stability of the area. <br />ROADS — Rule 4.03 ❑ Construction 4.03.1(3)/4.03.2(3) ❑ Drainage 4.03.1(4)/4.03.2(4) ❑ Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) El Reclamation 4.03.1(7)/4.03.2(7): <br />The main haul road had been cleared of snow and was dry. The haul road to Gob Pile #2 was extremely <br />muddy.
