Bill Bear of <br />Bowie Resources, LLC (BRL) was present during the inspection. The inspection was conducted in accordance <br />with Rule 5.02.2(3)(b) to follow up on a possible violation that was observed in the review of aerial photographs <br />of the site taken on January 4, 2013. <br />Weather conditions were clear and cold, with about 6" of snow on the ground. Temperatures were just above <br />freezing, and roads and facilities areas were very muddy. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />Roads and facilities areas were wet and muddy; no fugitive dust concerns were observed. <br />FISH and WILDLIFE — Rule 4.18: <br />A rafter of turkeys was gathered on the lower portion of Gob Pile #2, above Pond F. Elk tracks were <br />heavy along the Terror Creek Fan Access Road. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br />Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br />Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Ponds B, C, and F held water. Ponds J and K were dry. Ditches and culverts were flowing in response to <br />snowmelt and were generally in good condition. <br />The Terror Creek crossing of the Terror Creek Fan Access Road was inspected.
