The above acreages do not include the 2.9 acre rail loadout site at Loma,
Colorado, in Mesa County which has been reclaimed. The Operator hauled the coal
material from the loadout to the Munger Canyon portal area and then seeded the
disturbed area at the loadout. A portion of the coal material placed at the Munger
Canyon portal was hauled to the coal refuse pile during the 2007 reclamation project.
The following sections identify proposed methodology for restoring areas
disturbed by the operation to a condition equal to, or greater than, the highest previous
use in accordance with the rules and regulations of the Colorado Mined Land
Reclamation Board and the Office of Surface Mining. Topics presented include:
o Post-mining Topography
o Topsoil Removal and Storage
o Backfilling and Grading
o Surface Preparation Topsoil Placement
o Revegetation Practices
o Protection of Newly Seeded and Planted Areas
o Prevention of Public Hazards
o Reclamation Schedule and Costs
o Evaluation Techniques for Revegetation
The affected area has been returned to approximate original contours with
special consideration of reestablishing the ephemeral drainageways. Existing or pre-
mining land use is the principle criterion for establishing reclamation objectives. Overall
average parity between pre-mining and post-mining land use will be achieved as a
result of our reclamation, reestablishing the land use capability of the affected lands.
No particular or unique reclamation problems exist that have not been
successfully dealt with in other semi-arid western coal mining operations that can be
related to this exploration operation by similarity.
The reclamation of rangeland will be in those areas where topographic features
are commensurate with the historical and proposed use. The blending of rangeland
into the steeper sloped wildlife habitat will allow for the provision of the maximum extent
of domestic and wildlife use. Seeding will be by broadcast seeding.
RN-05 3-2
09-07
