The long -term sustainable plan will include returning <br />Ralston Creek flows and completion of all required PMJM mitigation. Since the Phase 3 <br />reclamation activities cannot be completed until the Site is characterized and a plan is set in <br />place, many of the details of Phase 3 have not yet been determined. <br />IRIS Wetland Scientist and Wildlife Biologist Blair Leisure visited the Site in June 2012 to begin <br />mitigation efforts following Phase 1 construction. Blair completed an actual area impact map <br />which was then digitized by WWE and is shown on Figures 7 to 9 (these figures are updated <br />versions of Figures 7 -9 from the IRIS 2011 BA). <br />American Civil Contractors (ACC) completed the permitted Phase 1 cut -off wall and 18 -inch <br />pipeline activities with much Tess impact to upland and riparian habitat than what was originally <br />detailed and permitted in the 2011 BA and Section 404 Permit Application (see Figures 7 to 9 <br />and Photo Log). ACC completed cut -off wall installation with minimal impact to surrounding <br />riparian and upland areas. ACC concentrated much of this impact onto the existing road and <br />road crossing of Ralston Creek in the location of the cut -off wall (see Figure 8 and Photo Log). <br />ACC installed the proposed 18 -inch pipeline along the existing dirt road through the Site and <br />crossed only one riparian area at the 18 -inch pipe discharge point back into the creek.
