Southfield C1981014: MT6 10 February 19, 2013 <br />applicable regulatory requirements. The access road is approved to remain as a permanent <br />road. <br />Reclamation of the roads, if not kept in place by landowner requests, will be the following: roads <br />will be ripped and scarified and slopes blended, natural drainage will be re- established, areas <br />disturbed will be topsoiled and re- vegetated if and where possible. <br />The following light use roads are approved in the Southfield Permit, at the request of the <br />landowner, to remain as permanent roads: South mine fan (1.2 miles), monitoring well 65 (0.5 <br />miles), Corley Well (0.04 mile) , Newlin Creek topsoil stockpile (0.7 mile), and Parking lot from <br />CR92 (0.03 miles). All light use roads are shown on Map 17, Map 18, Map 19, and described in <br />Section 2.05.3, Section 2.05.4, page 21 R of the permit application package. <br />Several existing ranch roads were used for occasional access to monitoring sites or reclamation <br />activities. <br />Subsidence <br />A report entitled "Subsidence Survey, Subsidence Monitoring, and Subsidence Control Plan <br />Dorchester No. 1 Mine" was prepared by Rocky Mountain Geotechnical (RMG) for <br />Dorchester Coal in 1983. This report is still utilized by EFCI. The RMG subsidence data are <br />contained in Exhibit 23 of the PAP. <br />Possible subsidence holes between the Thompson Ranch driveway and Newlin Creek <br />channel were identified by the landowner who notified the Division in November 2011. Six <br />holes ranging from 20 foot diameter and 15 feet deep, to 5 foot diameter and 5 foot deep had <br />formed overlying an area that had been mined by Energy Fuels as well as an historic mine, <br />The Canon National Mine. This location is better described as T20S, R70W, NE'/ NE'/ <br />Sec 25. EFCI backfilled these holes with material stockpiled adjacent to the area, compacted <br />the material in the holes to minimize settling, graded, seeded and mulched the affected area <br />in late fall 2012. The repairs were acceptable to the Division. A subsidence crack was <br />noticed by the landowner east of the light use road to the Newlin Creek topsoil stockpile <br />footprint. EFCI graded the surface expression of this crack to minimize water flow into the <br />crack. <br />EFCI is required to conduct a subsidence survey in 2013. <br />Boreholes <br />A landowner has expressed concern regarding unsealed boreholes throughout the mine <br />property. The Division conducted an inspection of resource confirmation holes (exploration <br />holes) within the property in October 2012. Borehole locations were located in the field using <br />a GPS. <br />
