early July 2000. The portal bench area was partially regraded, cover soiled and seeded with a <br />stabilization seedmix in 2001. <br />Final reclamation operations were initiated in 2007 in the mine area. Backfilling, topsoiling, and <br />temporary seeding operations were completed at the mine portal area, the portal access road, the coal <br />mine waste area, and the lower road topsoil stockpile area between mid May and late July 2007. The <br />segment of the haul/access road on Bureau of Land Management (BLM) surface from the lower end of <br />the fully reclaimed portal access road down to the private land boundary was reduced in width and <br />seeded along the sides. Fencing to protect newly reclaimed sites from livestock grazing was completed <br />shortly after completion of temporary seeding. Permanent seeding and mulching of the areas graded <br />and topsoiled during the summer was completed in November 2007. Remaining reclamation is limited <br />to removal of the sediment pond and associated ditch and culvert reclamation in the coal waste disposal <br />vicinity, along with culvert removal/dry ford construction along the retained segment of the haul/access <br />road, and width reduction of the segment of the road on private land (approximately 1/2 mile in length). <br />This work will be undertaken following appropriate demonstration of site stabilization to allow for <br />sediment pond removal. <br />Permitting History <br />The Munger Canyon Mine was permitted under the interim program on July 24, 1978 (Permit No. <br />78 -57). Sheridan Enterprises, Inc. submitted an application for a new permit on December 12, 1980 <br />pursuant to Section 34 -33 -109 of the Act. <br />During initial permit application review, a joint venture company was formed to develop the mine. <br />This company was known as Salt Creek Mining Company and was a subsidiary of Sheridan <br />Enterprises and Colorado -Ute Electric Association. Permanent program approval was granted when <br />the operation was permitted on January 12, 1983. Large scale facilities approved in the permanent <br />program permit were not developed, and the upper road and portal area facilities were never <br />expanded beyond the initial disturbance created under the 1977 USGS exploration permit. The <br />Munger Canyon Mine was placed into temporary cessation on January 17, 1984. On June 27, 1984, <br />Salt Creek Mining Company applied for a revision to the permit to construct a central facilities area, <br />coal processing waste embankment and interconnecting haul road and conveyor system. The <br />revision to construct a central facility area was approved on September 24, 1985. Construction of <br />these extensive facilities was never implemented. On November 13, 1992, Salt Creek Mining <br />Company submitted an application for a transfer and succession of operators. The permit was <br />transferred to Grand Valley Coal Company on March 2, 1993. The permit was subsequently <br />transferred to Lodestar Energy, Inc. in August 1999, and to Central Appalachia Mining, LLC, <br />through SO -3, finalized December 20, 2004. Subsequently, the permittee name was changed to <br />CAM Mining LLC, through Minor Revision No. 26 (MR -26), approved January 19, 2006. <br />The original permit has been granted renewal for successive five year permit terms five times, the <br />most recent renewal decision was finalized January 28, 2008, for a permit term extending through <br />January 13, 2013. Since the permit renewal issuance date of January 28, 2008 for RN -05 there have <br />been no Notices of Violation issued.
