Hayden Gulch Loadout <br />Technical Revision 10 <br />Page 3 <br />9. Are there any changes in the surface ownership information? If so, please update <br />Appendix 3 -3 and Exhibits 3 -1 and 3 -IA accordingly. <br />Response: HGL is not aware of any changes in surface ownership information. <br />Tab 7; Hydrolo'y Description <br />10. The last paragraph of page 1 of Tab 7 indicated that the Division 's findings in regards to <br />ground water points of compliance determination can be found in Attachment 7 -5, <br />however this document is found in Attachment 7 -6. Please submit a revised page with <br />correct attachment cited <br />Response: Tab 7 has been revised as requested. <br />Tab 9; Soils Resources <br />11. According to Page 2 of Tab 9, the soils properties, profile descriptions and soil <br />laboratory data for the soil series found on the Tie - Across Haul Road (TAHR) are <br />located in Appendix 9 -2, 9 -3 and 9 -4 of Tab 9 of the Seneca II -W permit (No. C -1982- <br />057). The information and data from these Appendices of the Seneca II -W permit for the <br />soils units found on the Tie Across Haul Road need to be included in the Hayden Gulch <br />Loadout permit. Please submit this information in an organized manner properly <br />paginated to be included in the Hayden Gulch Loadout permit. <br />Response: The manner in which this situation was previously handled was approved by <br />CDRMS in PR -01 (November 28, 2011). It was decided, with input from CDRMS, that since <br />Hayden Gulch is in reclamation rather than operations mode it was impractical to dwell on the <br />baseline soils information since all topsoil replacement will ultimately come from stockpiles <br />where soils material has been mixed. The function of the soils baseline is to identify and <br />document the soils resource for items like prime farmland determinations, suitability, etc. and as <br />the basis for the topsoil salvage and replacement for the disturbances to be encountered. These <br />issues were addressed in the previous permitting exercises over the years. HGL is done with the <br />disturbances and the correct and necessary soil has been salvaged for the eventual reclamation. <br />The Tie - Across Haul Road information has no real bearing on that anymore and as pointed out, it <br />is all mixed and in stockpiles now.
