Mr. Lockard
Page 15
February 1, 2013
d) Include an appropriate map legend, north arrow, and map scale (no larger than 1 inch =
50 ft. nor smaller than 1 inch = 660 feet).
e) Include a labeled permit boundary for the entire site (existing permit area & proposed
amended area).
23. The Reclamation Plan Map shows a topsoil stockpile present. The Reclamation Plan
specifies that the topsoil will be replaced during reclamation. Therefore, the topsoil stockpile
label should be removed from this map.
6.4.7 Exhibit G — Water Information
24. The Applicant has stated in the Reclamation Plan that the mining operation will not affect
surface or groundwater. The Division disagrees with this statement. Mining in and around the
channel of Surveyor Creek will have an effect on the prevailing surface water conditions.
Please revise this section to include an affirmative statement that surface water will be
affected as a result of this mining operation.
25. As required by Rule 6.4.7(2)(c), please submit a brief statement describing how the upland
areas will be stabilized to prevent stormwater runoff from entering Surveyor Creek.
6.4.8 Exhibit H — Wildlife Information
No comment.
6.4.9 Exhibit I — Soils Information
No comment.
6.4.10 Exhibit J — Vegetation Information
26. The Applicant has stated that Russian knapweed, a state listed noxious weed, is present on
site. The Division did not observe any noxious weeds during the inspection conducted on
January 24, 2013. However, the prevalence of noxious weeds increases when the existing
vegetation is disturbed. The Division recommends that the Operator submit a weed control
plan to deal with potential infestation of noxious weeds. The weed control plan should
include the following:
a) A list of potential species of noxious weeds which may be present on the site.
b) A description of the various control measures that will be employed for the weed species
such as mechanical, chemical or biological treatment.
c) Submit a monitoring plan that describes how often the Operator will monitor the site for
noxious weeds (monthly, bi- monthly, etc.) and what action will be taken if noxious
weeds are found.
d) Submit a post treatment monitoring plan to determine control effectiveness.
