Mr. Lockard <br />Page 14 <br />February 1, 2013 <br />14. The Applicant has stated the final slope of the banks will be 2H:1V. Please specify what the <br />slope of the mine face will be during active mining operations. <br />15. Please specify if fuel will be stored onsite. If so, please state the volume of fuel to be stored <br />and the location of any fuel storage tanks. In addition, describe the secondary containment <br />that will be used to ensure that any potential fuel leaks will be contained. <br />16. There are several structures and easements located within 200 ft. of the north side of the <br />amended area. Please clarify if the Operator will maintain any setbacks from the structures or <br />any setbacks between the mining operation and the permit boundary. If setbacks will be <br />established, then they must be depicted on the Mining Plan Map. <br />6.4.5 Exhibit E — Reclamation Plan <br />17. Please clarify if there will be any depressions within the channel of Surveyor Creek upon the <br />completion of reclamation. <br />18. The Applicant has stated only 5 acres would be mined at a time. The Reclamation Plan states <br />seeding and mulching will be performed at the end of the life of the mine. Please clarify if <br />the Operator will complete concurrent reclamation or if reclamation will be completed at the <br />end of the life of the mine. The Division recommends performing reclamation on each five <br />acre segment prior to mining a new 5 acre segment. This will provide the Operator with more <br />time to establish vegetation, which is difficult to do in the region given the limited amount of <br />precipitation that is received. Please respond. <br />19. The Application states that the banks of Surveyor Creek will be sloped to 2H:1 V during <br />reclamation. What is the current grade of the banks of Surveyor Creek. <br />20. The NRCS recommends that the revegetated areas be fenced from livestock until vegetation <br />is established. Will livestock be present on the site following seeding? The Division <br />recommends excluding livestock from the reclaimed areas for a minimum of two growing <br />seasons. Please respond. <br />6.4.6 Exhibit F — Reclamation Plan Map <br />21. As required by Rule 6.4.6(a), the Reclamation Plan Map must show the proposed topography <br />of the area with contour lines of sufficient detail to portray the direction and slope of all <br />reclaimed lands. Please revise the Reclamation Plan Map to include contour lines. <br />22. Please revise the Reclamation Plan Map to include the following: <br />a) Include the name of the Applicant. <br />b) Include the date prepared. <br />c) Include the signature of the person who prepared the map. <br />
