January 24,2013 C-1981-019/Colowyo Coal Mine RDZ <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The following ponds were inspected: Prospect, Gulch A,Rail Loop, Gossard, Stoker Siding,Work Area,and the <br /> ponds near the main facility area. All were holding water—some in the form of snow only and some contained <br /> liquid water as well. The sediment sump was discharging to the Wash Bay Pond. The Stoker Siding Pond was <br /> discharging a very small amount of water;no sign of pollutants was observed. Some observed ponds were not <br /> discharging: Work Area,Wash Bay, and Rail Loop. The following ponds appeared to not be discharging (based <br /> on level of snow versus the primary spillway),but this could not be confirmed because the outlet of the spillway <br /> was covered with snow: Prospect,Gulch A,Gossard. <br /> No problems were identified with embankments, spillways,or other aspects of the ponds. <br /> The sump at Gossard pond has been cleaned recently. The area around the pond has very little snow and the <br /> ground is covered with a significant amount of coal dust. <br /> Several sediment traps along the lower end of Taylor Creek Road were observed,none appeared to be discharging, <br /> and no problems were seen. All were holding snow;the trap nearest the haul road contained liquid water as well <br /> as snow. <br /> GENERAL MINE PLAN COMPLANCE: <br /> The mine was found to be in general compliance with the permit. <br /> ROADS—Rule 4.03 <br /> Construction 4.03.1(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5) and(6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br /> The haul roads(A,B, and the road to South Taylor)were in good condition at the time of the inspection. Some <br /> roads were impassable due to snow,including the road to Section 28 Pond and Taylor Creek Road(except for <br /> approximately first quarter mile). <br /> SUPPORT FACILITIES - Rule 4.04: <br /> The main facilities area and the Gossard Loadout were inspected. They were completely cleared of snow. No <br /> problems were observed. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> The signs at the main entrance and at the road to the Section 28 Pond were inspected.
