The ground was covered with several inches of snow in most places(some areas were bare,likely due <br /> to wind). Some of the site was not accessible,including Section 28 Pond,West Pit Pond,East Taylor Pond, and <br /> West Taylor Pond. <br /> The weather was cold and cloudy in the morning;blowing snow was experienced in the afternoon. <br /> The 115 excavator and the 114 shovel were idle in the South Taylor Pit. All draglines were idle. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> Reclamation in the East Pit was only partially observed due to accessibility. A contour ditch was seen from afar; <br /> no blowouts or other problems were identified. <br /> In the West Pit,the 102 and 103 draglines were idle. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> West Taylor fill was observed from above, and no problems were seen.
