Permit Renewal No. 6 (RN6), Adequacy Review No. 4
Dear Mr. Luke,
The Division of Reclamation Mining and Safety (Division) received an application to renew the reclamation
permit for the Trapper Mine; Permit No. C- 1981 -010 on June 20, 2012. The application was called complete for
review on June 29, 2012. The decision date for the permit renewal application is January 31, 2013. The division
sent a follow -up review letter dated December 4, 2012. This letter cited four items that did not require action to
be taken by Trapper Mining, Inc. (TMI). Upon further review of the ownership and control information of the
permit, several items will need to be addressed prior to the approval of the application:
1.2.1 Officers, Directors and Members
1.) Each of the people listed in this section of the permit is a member of the Board of Directors for TML The
column title "Relationship to entity represented" is confusing. Several of the people listed that represent
an entity are not listed as a Director and/or an Officer for that specific entity. For example, Mike
Hummel is listed as a Board of Director for the Salt River Project Agriculture Improvement and Power
District under the column in question in section 1.2.1; however, Mr. Hummel is not listed as a Board of
Director under section 1.2.1(a) for this entity. The Division recommends removing the column heading
"Relationship to entity represented" from section 1.2.1. and either remove the information from this
column for each of TMI's Board Members or indicate that each of the members listed is on the Board of
Directors for TMI.
2.) For the Officers listed for Trapper Mining, Inc., if they are considered to be on the Board of Directors for
TMI they also need to be listed under the Directors section. Please review the dates provided for each of
the Officers and Directors. If a person is considered an Officer and a Director, the dates they assumed
their designated positions may be different.

a. Salt River Agriculture Improvement and Power District
b. Platte River Power Authority
c. Tri -State Generation and Transmission Assoc, Inc.
If the Officers listed for each owner is also considered a Director, please add them to the Directors list as
well so that they are listed in both places. Please review the dates provided for each of the Officers and
Directors. If a person is considered an Officer and a Director, the dates they assumed their designated
positions may be different.
