January 22, 2013
Tim Cazier, P.E.
Environmental Protection Specialist
1313 Sherman Street, Room 215
Denver, CO 80203
Dear Mr. Cazier:
4
L J DEVELOPMENT, INC.
256 N. MERRILL DRIVE
PUEBLO WEST, CO 81007
719- 240 -9424
Re: Stonewall Springs Quarry Gravel Pit, File No. M- 2012 -045,
/Preliminary Adequacy Review
RECEIV
JAN 24 2013
IIM s , ON OF
MININGA y
The applicant will answer your adequacy review in the oder
that you presented the review items in your correspondence
dated December 24, 2012. The review consisted of comparing the
application content with specific requirements of Rules 3. 1, 6.4 and 6.5 of
the Minerals Rules and Regulations of the Colorado Mined Land
Reclamation Board for the Extraction of Construction Materials. The
inadequacies are identified under the respective exhibit heading along with
your suggested actions to correct them .
The applicant would like to clarify that this submitted
application is for a phased bonding approach and future changes to a
different Post Mining land use would be implemented through the
Division of Reclamation, Mining and Safety's amendment process, rather
than technical revisions . This application is a standalone application . Any
material submitted under the previous application (M- 2008 -052) is for
background information only. Since the reclamation design
submitted is for Rangeland Post Mining as the final end use all
references to Option #1 /Option #2 will be eliminated. Therefore
the regulatory note and potential consequences stated in Comment 15
below should not be considered with respect to the proposed phased
bonding.
