The review consisted of comparing the <br />application content with specific requirements of Rules 3. 1, 6.4 and 6.5 of <br />the Minerals Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for the Extraction of Construction Materials. The <br />inadequacies are identified under the respective exhibit heading along with <br />your suggested actions to correct them . <br />The applicant would like to clarify that this submitted <br />application is for a phased bonding approach and future changes to a <br />different Post Mining land use would be implemented through the <br />Division of Reclamation, Mining and Safety's amendment process, rather <br />than technical revisions . This application is a standalone application . Any <br />material submitted under the previous application (M- 2008 -052) is for <br />background information only. Since the reclamation design <br />submitted is for Rangeland Post Mining as the final end use all <br />references to Option #1 /Option #2 will be eliminated. Therefore <br />the regulatory note and potential consequences stated in Comment 15 <br />below should not be considered with respect to the proposed phased <br />bonding. <br />
