They took the first <br />Pr -06 that we were ever given and they COPIED it WORD FOR WORD and this is what <br />started this war to begin with and I have your word on tape and in writing that this would <br />never happen again!!!! These incompetent LIEING bunch of people submitted the very <br />Same lies that was submitted FIVE years ago and we went through pure HELL and <br />years to get those lies corrected and then you sit there and let them submit the EXACT <br />COPIED PAPER AGAIN!! If you don't throw this out. 1 will sit on that GOVERNORS' <br />door step with both copies in hand as well as your letter and the tape and the informal <br />hearing that was held before and show him what type of people is in this STATE <br />department. We will NEVER trust you or believe you or your people again or anything <br />that WFC submits ever!!! These totally RIDICULOUS LIES!!! FROM IRRIGATION, TO <br />LANDUSES, TO EQUIPMENT, TO HISTORY. If You even try to con me into fixing this <br />and make adequacy reviews and fix their lies, as you did before, and with you backing <br />them, you are very well mistaken, you have just started a war again and this time, I am <br />going all the way with it, if it's not thrown out. NRCS will love this one and I am making <br />sure that the CCC ditch and all the papers all know what you've allowed. You should <br />have read the first PR - 06 and found these lies yourself. NRCS will love that it takes 70 <br />SHARES OF WATER TO DO 22 ACRES AND SO WILL THE LOCAL PEOPLE AND <br />OSM. One share does two acres of property and the entire PR -07 that has been <br />submitted has ALL of these THROWN OUT OF PR -06, WHICH WERE LIES AT THAT <br />TIME. The first time they did this you people said it was a mistake, the second time , <br />you made them change it, the third time, this is a deliberate, knowingly, intentional, <br />intentional misconduct, and failure to comply that has violated every right we had and <br />every rule and regulation and the ACT. <br />think we will try and get this into Federal Court somehow. I don't know the exact <br />procedure yet, but 1 will figure it all out. I do know that our rights under the Act have <br />been violated. Our civil rights, our citizens' rights, and the rights guaranteeing the <br />landowner protection from all of these things that are happening to us have been <br />violated. The State will not enforce their own rules and regulations under the Act AND <br />OSM WILL Not FORCE THE State to enforce their own rules and regulations under the <br />Act and we as landowners have had rights totally taken away and we are not protected <br />as the Act guarantees. <br />We have been DENIED both by the State and by OSM to attend meetings that make <br />MAJOR changes to our property. We have been denied under the Act that our property <br />will be protected which also violated the environmental protection rules and regulations. <br />Our soils were stolen, our soils were never segregated, our place never had a prime <br />farmland investigation, pit water has been used for 8 years as dust control <br />approximately 30 trucks per day especially during the summer, containing high salt <br />
