4. The Applegate report states a custom USDA Soil Survey was created for the site and a copy of <br />the survey was included in the submittal. The Division did not receive a copy of the soil survey. <br />Please submit the soil survey to the Division for review. <br />5. A highway loading was applied by Applegate to the models at the roadway location. Please <br />provide justification for the road surcharge load of 450 PSF used in the stability analyses. <br />Please be advised the Bucklen Equipment Company Pit technical revision may be deemed <br />inadequate, and the revision may be denied on February 4, 2013, unless the above mentioned <br />adequacy review items are addressed to the satisfaction of the Division. If more time is needed to <br />complete the reply, the Division can grant an extension to the decision date. This will be done <br />upon receipt of a written waiver of the Operator's right to a decision by February 4, 2013 and <br />request for additional time.
