RECLAMATION ACTIVITIES <br /> Because of decreased production activity, reclamation <br /> activities during the year were limited. The 11, 650 topsoil <br /> stockpile (Area 3a) was stabilized and seeded after the MLRD <br /> inspection in mid-September revealed a deficiency in this <br /> area. In addition, disturbed areas around the Chalk Mountain <br /> Reservoir were seeded and mulched (vicinity of Area 12a) . The <br /> standard Climax high altitude seed mix was used for all <br /> seeding activity. <br /> A one-acre demonstration plot was established on the Robinson <br /> tailing pond (Area lla) just south of Dam 1 during the summer <br /> of 1986. The purpose of this plot is to determine whether <br /> vegetation can be directly established into the Climax Mine <br /> tails on a field scale basis (using typical heavy equipment <br /> and methods) without utilizing the Urad waste rock technology. <br /> The plot was subdivided into four 1/4 acre subplots each with <br /> identical limestone ( 10 tons/acre) , fertilizer, and seed/mulch <br /> applications but with differing amendments of topsoil (4" ) , <br /> hay ( 4 tons/acre) , and sewage sludge ( 10 and 20 dry <br /> tons/acre) . The plot will be monitored annually to determine <br /> vegetation growth and vigor and what type of long-term <br /> maintenance liming and fertilization might be needed. Results <br /> will be reported annually in this format. <br /> INSPECTION/ENFORCEMENT ACTIVITY <br /> During 1986, Climax was cited by the Colorado Air Pollution <br /> Control Division (APCD) and the MLRD for wind blown tailing <br /> dust . The APCD required Climax to submit a Fugitive Dust <br /> Control Plan. This plan, involving the extensive use of a <br /> petro-cohesive suppressant, was submitted and approved by the <br /> APCD December 4, 1986. The MLRD brought Climax before the <br /> Board on this issue on October 23, 1986. The final outcome of <br /> this Hearing and subsequent meetings was that : 1 ) Climax <br /> would file the APCD approved Fugitive Dust Control Plan with <br /> the MLRD as a formal Technical Revision in early 1987; and 2) <br /> Climax would initiate a series of meetings and discussions <br /> with the Division relative to the overall Climax Reclamation <br /> Plan with the goal of revising and consolidating the Plan to <br /> more accurately reflect present and anticipated future <br /> operating conditions. As of this date, both stipulations have <br /> been (are being ) met. <br /> ANTICIPATED 1987 ACTIVITY <br /> Climax will continue to work closely with the MLRD in 1987 and <br /> beyond relative to the above discussed revisions in the Plan. <br /> On-site activities planned for 1987 include reclamation of the <br /> Arkansas Aggregate area (Area 4 ) , design engineering for a <br /> highway overpass for rock haulage to Dam 1, and initiation of <br /> rock facing of Dam 5 (Area 18b - Mayflower dam) . <br /> -2- <br />
