Drought- resistant native grasses are the focus of the mixture in respect to the grass <br />species. If the seed mixture is drilled, seeding rates are 20# /acre. If the seed mixture is broadcast, the <br />rate is 40# /acre. Broadcast seeding is followed by a raking or dragging of the surface and an <br />application of straw mulch at 4000 # /acre <br />The final slope configuration in the pit area will be no more than 3:1. Woody plants, such as tree and <br />shrub species, are included in the seed mixture to promote long -term plant succession and vegetative <br />stability site -wide. The seeding and mulching program is repeated every other year, preferably <br />seeded in the fall or early spring, until a minimum 25% ground cover is attained over the site. <br />Final reclamation of the pit and neighboring highwall will involve the integration of storm ditching <br />from the highwall benches to the final storm ditch network on the pit floor which will route all storm <br />flows to the north detention pond area. The final configuration of the in -pit detention pond ( #1) and <br />the pit area will include enlargement of pond #1 for long -term low maintenance and lining of all <br />ditches with rip -rap. It is estimated that approximately 90 acres of relatively flat pit floor land and 65 <br />acres of highwall bench area will be reclaimed via revegetation at the end of mining at this site. <br />(b) A comparison of the proposed post- mining land use to other land uses in the vicinity and to <br />adopted state and local land use plans and programs. In those instances where the post- mining <br />land use is for industrial, residential, or commercial purposes and such use is not reasonably <br />assured, a plan for revegetation shall be submitted. Appropriate evidence supporting such <br />reasonable assurance shall be submitted; <br />The proposed post- mining use of open rangeland/wildlife habitat is compatible with neighboring and <br />surrounding land use of the area. The area is currently zoned industrial /mining, which reflects actual <br />usage of the area for the past 100 years. The proposed post mining land use is in accordance with the <br />Fremont County Master Plan and all county rules and regulations regarding mining lands in Fremont <br />County <br />(c) A description of how the Reclamation Plan will be implemented to meet each applicable <br />requirement of Section 3.1; <br />Implementation of Reclamation Plan <br />The reclamation plan shall be implemented as soon as feasible after mining operations, with three <br />distinct phases as described above.
