SECTION 01400.1 EARTHWORKS CONSTRUCTION QUALITY ASSURANCE (CQA) PLAN <br />PART 1: INTRODUCTION <br />This plan addresses the construction quality assurance (CQA) procedures for the installation of the earthworks <br />(soils) components of the Process Solution Enhancement System (PSES) Project, Teller County, Colorado. <br />This program has been developed to assure that the construction of the soil components are in compliance <br />with the project SPECIFICATIONS and to demonstrate that the regulatory requirements for the construction <br />are achieved. <br />The objective of this plan is to assure that proper materials, construction techniques, and procedures are <br />followed by the CONTRACTOR and that the intent of the design is met. This plan also provides the means <br />for resolution of problems that may occur during construction. <br />This plan addresses quality assurance, not quality control. This CQA Plan is independent of the quality <br />control (QC) programs conducted by CONTRACTOR. The intent of the CQA Plan is to provide <br />independent third party verification and testing, to demonstrate that the CONTRACTOR has met its <br />obligations in the supply and installation of earthwork (soils) materials according to the design, project <br />SPECIFICATIONS, contractual, and regulatory requirements. Quality control is provided by <br />CONTRACTOR and refers to those actions taken by the CONTRACTOR to ensure that materials and <br />workmanship meet the requirements of the DRAWINGS and SPECIFICATIONS. <br />PART 2: DESCRIPTION OF PARTIES TO CONSTRUCTION QUALITY ASSURANCE <br />The following section provides descriptions of the parties to this CQA Plan including their responsibilities and <br />qualifications. <br />2.01 CC &V: <br />In this CQA Plan, CC &V refers specifically to Cripple Creek & Victor Gold Mining Company. CC &V owns <br />and operates the site and PSES. <br />2.02 MANAGER: <br />Duties for this position include the following: <br />amec <br />In this CQA Plan, MANAGER refers to the individual appointed by the Cripple Creek & Victor Gold Mining <br />Company. MANAGER is the official representative of CC &V and is responsible for all construction <br />activities including oversight and direction during construction. MANAGER is also responsible for <br />coordinating construction and CQA activities for the project. <br />MANAGER shall serve as communications coordinator for the project, initiating preconstruction and <br />resolution meetings. As communications coordinator, MANAGER will serve as a liaison between all parties <br />involved in the project to ensure that ongoing communications are maintained. MANAGER and <br />CERTIFYING ENGINEER shall be responsible for the resolution of all CQA issues. <br />• review and approval of DRAWINGS and SPECIFICATIONS for all soil components of the <br />PSES earthworks; <br />• preconstruction coordination with the CQA Monitor to ensure that the CQA Monitor has <br />performed similar reviews of the DRAWINGS and SPECIFICATIONS to ensure that the <br />CQA Plan can be implemented; <br />Section 01400.1 Page 1 of 10 <br />Earthworks CQA Plan <br />June 19, 2012 <br />Revision 1 <br />
