Mr. Tenore <br />Page 13 <br />October 2, 2012 <br />9. Currently the maximum allowed disturbance at the T Bone Stone Quarry is 8 acres. The <br />Mining Plan Map states the total permitted and bonded area is 25 acres. Please confirm that <br />the Operator wants to set the maximum allowed disturbance at 25 acres. <br />The Operator has revised the Mining Plan Map to show a maximum allowed disturbance of 19.1 <br />acres, but 4.6 acres of that maximum will not occur until a future stage, after reclaiming at least <br />4.6 acres of the current quarry areas, so the maximum allowed disturbance will never exceed <br />14.5 acres. <br />10. The Division conducted a regular monitoring inspection of the T Bone Stone Quarry on <br />April 25, 2012. During the inspection the Division noted the presence of noxious weeds. The <br />Operator was instructed to submit a Weed Control Plan through a Technical Revision. The <br />Operator has yet to submit a Weed Control Plan. Therefore, the Weed Control Plan must be <br />incorporated into the 112c Conversion application. The Weed Control Plan shall include the <br />following: <br />a) A list of species of noxious weeds which occur, or may occur, on the site. <br />The noxious weeds are the same as in our initial 110 permit application <br />b) A description of various control measure that will be employed to control the noxious <br />weeds such as mechanical, chemical or biological control methods. <br />The Operator uses biological control methods to control noxious weeds. <br />c) A monitoring plan that describes how often the Operator will monitor the site for weeds <br />and what actions will be taken if weeds are found. <br />Monitoring Plan: the Operator will monitor the site for weeds on an annual basis in the fall of <br />each operating year and determine the control needed to control the weeds during the spring <br />d) A post - treatment monitoring plan to determine the effectiveness of control methods. <br />Post - Treatment Monitoring Plan: In the summer, the Operator will assess the effectiveness of the <br />control methods and make any necessary adjustments. <br />11. The Applicant has indicated there is approximately 4" of topsoil which can be salvaged <br />throughout the site. In addition, the Applicant has stated this material will be used to backfill <br />the quarry. Pursuant to Rule 3.1.9, where it is necessary to remove overburden in order to <br />mine the construction material, topsoil shall be removed and segregated from other spoil. <br />Please commit to salvaging all available topsoil. In addition, please show the location of any <br />topsoil stockpiles on the Mining Plan Map. If topsoil will not be replaced within one growing <br />season, then specify how the stockpile will be stabilized. Acceptable methods of stabilization <br />include a vegetative cover. If a vegetative cover will be used, then specify the seed mix and <br />application rate. <br />See the revised Reclamation Map for specific details regarding the use of a "grizzly" machine to <br />sift stored rubble and sand in order to produce top soil for reclamation purposes. <br />6.4.5 Exhibit E — Reclamation Plan <br />
