December 17, 2012 <br />Mr. Bob Oswald <br />Colorado Department of Natural <br />Durango Field Office <br />691 CR 233, Suite A -2 <br />Durango, Colorado 81303 <br />: RIO GRANDE <br />SILVER, INC. <br />RECEIVED <br />DEC 2 4 2012 <br />Division of Reclamation, <br />& cafe <br />Resources Mining tY <br />RE: BulldoctMine Permit No. M- 1977 -215 <br />Technical Revision TR -21, Mixer warming Shed and Revised parking Area <br />Dear Mr. Oswald: <br />VECEIVE <br />DEC 2 0 2012 ✓ <br />DURANGO FIELD OFFICE <br />DIVISION OF RECLAMATION, <br />MINING AND SAFETY <br />Rio Grande Silver (RGS) is proposing to construct a new warming shed for the Normet mixer <br />on patented mining property adjacent to the existing Batch Plant Building. The project will <br />consist of a series of steel sets on 4' centers covered with Sheet metal. The structure will rest <br />on an existing foundation and be insulated with concrete blankets (see attached plans for <br />details- Figure 1 sheets 1 thru 3). The purpose of the building is to pre -warm the mixer to help <br />ensure consistent shotcrete temperatures. <br />The second item we want to address is the addition of a small parking area on Forest Service <br />property adjacent to the mine site that is Tess than .5 acres in size (See attached plan - Figure 2). <br />We intend to place a fence around the perimeter of the parking area to ensure that access to <br />the PPE area of the Mine remains consistent with current controls. <br />The addition of these features will not result in any increase in employees to the project. <br />EXISTING CONDITIONS <br />The proposed location for these improvements is in the SW 1 /4, Section 25, T42N, R1W, NMPM, <br />Mineral County. The Warming Shed will be located within the existing permit area as described <br />in Permit No. M- 1977 -215 and on a slab already existing adjacent to the Batch Plant Building. <br />The land where the parking lot will be located appears to have been previously disturbed by <br />past `Homestake' mining operations and used for the same purpose. The proposed parking <br />addition is located on US Forest Service managed land. (See Figure 2) <br />PROPOSED ACTION <br />RGS proposes a new Warming Shed structure to be located immediately West of the existing <br />Batch Plant at the Bulldog project site.
