18. Basic Standards for <br />CWQCC regulations <br />The PSCM did not generate significant amount of <br />Ground Water <br />41.4 and 41.5 <br />leachates in 2010. Six groundwater wells exceeded the <br />manganese standard (0.2 mg /1) in 2011. As mentioned <br />in the above item number 8 above, in soils with a high <br />pH a standard of 10 mg /I would be more appropriate <br />than the 0.2 mg /1. In 2011 no PSCM wells displayed a <br />value higher than 5.0 mg /1. Three wells exceeded the <br />fluoride standard (2.0 mg /1). The iron standard was <br />exceeded at alluvial well 71. Spoil well 27 exceeded the <br />selenium standard of 20 ug /I with a value of 39.9 ug /1. It <br />is noted that the POC well was less than the standard. <br />19. Restoration of <br />CDRMS regulation <br />ground recharge to <br />4.05.12(3) <br />approximate pre- mining <br />rate <br />20. Prevention of <br />CDRMS regulation <br />Compliance with the Basic Standards for ground water, <br />adverse impacts to <br />4.05.11(1) <br />as in item 10, indicates the permittee is preventing <br />ground water systems <br />adverse impacts to ground water quality outside the <br />outside permit area <br />permit area. Monitoring data indicate the permittee is <br />preventing impacts to water quantity outside the permit <br />area. Hydrology reports indicate that a water level at all <br />wells fell within their historic ranges, with the exception <br />of SWU8P1, SGAL70, SWU6, SSP61, and CW2701. <br />Overburden wells COV2633 and wadge coal wells <br />CW2632 and CW2701displayed the lowest water level <br />on record. However, monitoring of these wells began in <br />2008; so long term data is not available. All alluvial wells <br />showed seasonal water level fluctuations in response to <br />periods of precipitation or lack thereof. Spoil well water <br />levels indicate that down slope highwall portions of the <br />spoil exhibit significant amounts of saturation. <br />21. Prevention of <br />CDRMS regulation <br />Underground development at the PSCM began during <br />impacts to ground <br />4.05.11(2) <br />the 2011 water year. Due to the premature mining <br />water that adversely <br />process, prevention of impacts to groundwater cannot <br />impact post- mining land <br />be determined as of the date of this review. <br />use <br />22. Minimize <br />CDRMS regulation <br />The disturbance to the hydrologic balance within and <br />disturbance to <br />4.05.1(1) <br />adjacent to the permit area caused by mining and <br />hydrologic balance <br />reclamation at the PSCM is the minimum that can be <br />within and adjacent to <br />expected from a reclaimed surface mine at this location. <br />the permit area <br />Use of best management practices indicates <br />minimization of disturbance to the hydrologic balance. <br />
