Skies were clear, and the temperature was frigid. <br /> James Counts was available to represent the operator, GCC Energy, LLC, on a walking tour of <br /> the King II surface facilities. <br /> Southwestern Colorado received the first significant snowfall of the season in the days preceding <br /> the inspection. All ground surfaces, within and outside of the permit area, were covered with <br /> roughly one foot of snow. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> • All of the coal mine waste that was previously placed against the King I highwall has been <br /> successfully trucked to the top of the approved disposal area (waste pile). This was <br /> accomplished in accordance with Abatement Step #2 of CV-2012-003. <br /> • Although the entire area was blanketed with fresh snow during the current inspection, I had <br /> visited the site on December 11, 2012 in order to verify completion of the relocation project <br /> and to issue the termination notice for the NOV. Pictures taken during that visit are included <br /> with this report (Photos 1 and 2). <br /> • On December 11, there were a number of dumped loads on top of the waste pile, awaiting <br /> final distribution, compaction, and grading. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 2 Page 2 of 5 <br />
