Peabody Sage Creek Mine — Drainage and Sediment Control Plan
1.0 INTRODUCTION
This appendix describes the drainage and sediment control plan (Plan) for the Peabody Sage
Creek Mine. The Plan has been prepared in accordance with applicable requirements of
Rules 4.03.1(4), 4.03.2(4), 4.05.1, 4.05.3, 4.05.4, 4.05.6 and 4.05.9 of the Regulations of the
Colorado Land Mined Board for Coal Mining. The Plan utilizes appropriate sediment
control measures to minimize additional contributions of sediment to stream flow and
protect water quality in receiving waters downstream from the mine permit area. The Plan
presents designs for both operational and postmine conditions.
Sediment control measures include proper utilization of mining and reclamation methods
and best technology control practices including:
• Disturbing the smallest practical area at any one time during mining operations;
• Stabilizing disturbed areas to reduce the rate and volume of runoff;
• Retaining contributions of sediment within the disturbed area;
• Diverting runoff away from disturbed areas including stockpiles and material storage
piles;
• Diverting runoff through disturbed areas using stabilized earthen channels, culverts
or pipes to prevent, to the extent possible, additional contributions of sediment to
stream flow outside of the permit area;
• Using straw dikes, silt fences, riprap, mulches, geotextile fabrics, check dams,
vegetative sediment filters, temporary cover crops, sediment traps and other
measures that will reduce overland flow velocity, reduce runoff volume or trap
sediment.
Much of the drainage and sediment control system utilized for the Peabody Sage Creek
Mine is existing drainage and sediment control structures previously approved by the
Colorado Division of Reclamation, Mining and Safety ( CDRMS) as part of the Seneca II
Mine Permit Application Package (PAP) for Coal Mine Permit C -80 -005. Three sediment
ponds (permitted under a Colorado Discharge Permit System [CPDS] permit) and one pre -
settling impoundment designed and constructed as part of the mining activities for the
Seneca II Mine are in the Peabody Sage Creek Mine permit area and will be utilized in this
Plan. The three CDPS ponds and one pre - settling impoundment are:
• Pond 002 (Wadge Impoundment)
• Pond 003 (Northwest Impoundment)
• Pond 004
• PECOCO Pond
There also are numerous runoff control channels and ditches, permitted by CDRMS under
the Seneca II Mine permit, in the Peabody Sage Creek Mine permit area that will be utilized
in this Plan. Many of the existing Seneca II channels are permitted as permanent, postmine
TRO1 -10 2.05.3 -E2.1 12/10
