Response to DRMS Adequacy Review — Cotter LP -21 Mine Reclamation Plan Amendment <br />Wildlife Information <br />4. Addressing Rule 6.4.8(2) — Colorado Parks and Wildlife (CPW) has recommended winter <br />hours of operation in order to minimize disturbance to mule deer and elk winter usage of the <br />area. Please commit to operational hours of 10:00 a.m. to 3:00 p.m. between the months of <br />December and April. <br />Cotter will propose to the Colorado Parks and Wildlife (CPW) that, between the <br />months of December and April, it will only transport ore off -site from 10:00 a.m. to <br />3:00 p.m. Cotter will also propose to limit the number of personnel vehicles <br />accessing the mine to two outside the hours of 10:00 am to 3:00 pm between <br />December and April. Underground operations would otherwise continue as normal <br />during winter months with the exception of such ore transport and personnel <br />vehicles limitations. <br />Before mining begins, Cotter will contact the CPW with this proposal and will seek <br />concurrence from CWP on minimizing disturbance in this manner. <br />Permanent Man -Made Structures <br />S. Addressing rule 6.3.3 (1) (I) — The mining plan proposes to utilize power supplied by a San <br />Miguel Power Association power line, which lies within 200 feet of the Vent Hole #4 affected <br />area, and passes through Vent Hole #2 affected area. The Division believes that there is <br />potential for the SMPA line to be adversely affected by the mining operation. Please submit <br />to the Division, either a notarized agreement between Cotter Corp. and SMPA, that Cotter <br />Corp. is to provide compensation for any damage to the power line caused by the mining <br />operation, or a notarized letter, from SMPA on their letterhead, that the proposed mining and <br />reclamation activities will have "no negative effects" on their power line. <br />A copy of the agreement between Cotter and SMPA is included in Attachment 3. <br />Environmental Protection Plan <br />1. Addressing Rule 6.4.21 (6) — Please provide the Division with the proposed location for ore <br />storage, and any construction details for an ore storage pad, such as approximate <br />dimensions, lining material(s), and grade, etc. <br />The ore storage pad will be located west of the portal and will be no larger than 70 <br />ft. x 70 ft. Due to the high clay content in the underlying soils, there is no need for <br />any additional lining material. The pile will be constructed as a mound with no side <br />steeper than 211:1V. There will be no more than 1,700 tons of ore stockpiled at any <br />given time. The ore storage area is shown on maps Cl and C2 included in <br />Atttachment 1. <br />2 <br />
