2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING <br /> AND RECLAMATION OPERATIONS <br /> 2.03.1 Objective <br /> The purpose of this Section is to ensure that the Division receives all <br /> relevant information required on surface and mineral ownership, the <br /> compliance history and status of CF&I Steel Corporation for continued <br /> coal mining operations at the Maxwell Mine. This information is <br /> provided in the following Sections to answer each specific questions <br /> with regard to continued coal mining operations at the Maxwell Mine. <br /> 2.03.2 Responsibilities <br /> A written application is included in this permit application under which <br /> CF&I Steel Corporation will continue mining operations at its Maxwell <br /> Mine. The following application provides the required information and <br /> its location within this application for conducting coal mining in <br /> Colorado. <br /> 2.03.3 Format and Supplemental Information <br /> Additional information which has been utilized by CF&I Steel Corporation <br /> to support the baseline data and other operating data included in the <br /> text of this application is shown in original form in the Exhibits <br /> portion of this application. Data which has been taken from the various <br /> reports, analyses, and other reference material is shown on the Maps and <br /> within the text of the application for which this information was <br /> developed. <br /> Numerous analyses of the soils, overburden, underburden, coal , and <br /> surface and ground water have been completed by CF&I Steel Corporation. <br /> Analytical work of each of these materials was primarily done by CT&E in <br /> their Golden, Colorado laboratory. Laboratory procedures for testing <br /> the overburden, soils, and water comply with standard EPA and USGS <br /> procedures for the various required constituent analyses. <br /> 2.03-1 <br />
