2.03 APPLICATION FOR PERMIT FOR SURFACE COAL MINING
AND RECLAMATION OPERATIONS
2.03.1 Objective
The purpose of this Section is to ensure that the Division receives all
relevant information required on surface and mineral ownership, the
compliance history and status of CF&I Steel Corporation for continued
coal mining operations at the Maxwell Mine. This information is
provided in the following Sections to answer each specific questions
with regard to continued coal mining operations at the Maxwell Mine.
2.03.2 Responsibilities
A written application is included in this permit application under which
CF&I Steel Corporation will continue mining operations at its Maxwell
Mine. The following application provides the required information and
its location within this application for conducting coal mining in
Colorado.
2.03.3 Format and Supplemental Information
Additional information which has been utilized by CF&I Steel Corporation
to support the baseline data and other operating data included in the
text of this application is shown in original form in the Exhibits
portion of this application. Data which has been taken from the various
reports, analyses, and other reference material is shown on the Maps and
within the text of the application for which this information was
developed.
Numerous analyses of the soils, overburden, underburden, coal , and
surface and ground water have been completed by CF&I Steel Corporation.
Analytical work of each of these materials was primarily done by CT&E in
their Golden, Colorado laboratory. Laboratory procedures for testing
the overburden, soils, and water comply with standard EPA and USGS
procedures for the various required constituent analyses.
