/ Mr. Jeff Deckler
June 17, 1985
Page Two
WFC will remove topsoil with a dozer or front end loader. When a dozer can
operate on slopes parent material or weathered bedrock (depths greater than 18 inches)
will be used as a "topsoil" loadout buffer between "topsoil" and refuse. Topsoil will be
pushed directly on to this pad for transport to the face or topsoil storage area. Loaders
will be used when a dozer cannot operate on slopes. The loader will remove topsoil
vertically on the slope to ensure no comingling of "topsoil' and refuse. This removal will
i continue upslope as new refuse lifts are developed. "Topsoil' will either be hauled to the
face or placed in a stockpile.
i Finally, parent material or weathered bedrock will be mixed with refuse for
workability.
If you have any questions or require further information please do not hesitate to
contact me.
Sincerely,
David M.
