Field work necessary to abate these violations has included: <br /> 1. Salvaging topsoil and creation of a buffer zone to ensure protection of <br /> unremoved topsoil. The east slope still has a minor encroachment because of <br /> wet conditions. No additional refuse has been added since the NOV was <br /> written. <br /> 2. Removal of refuse to expose underdrain. WFC will not be maintaining a 50 <br /> foot underdrain extension; rather WFC has left sufficient underdrain exposed <br /> to allow for Division inspection. <br /> Part two (2) for abating NOV C-85-033 requires submittal of a plan for topsoil <br /> salvaging in the refuse disposal area. The following plan is submitted as a revision to <br /> WFC's New Elk Permit. <br /> WFC plans to remove a maximum of 18 inches of "topsoil". Steep slopes preclude <br /> segregation of soil horizons. Eighteen inches is based on the typical Rombo series pedon <br /> where bedrock is encountered between 15 to 60 inches. On site sampling revealed coal or <br /> bedrock at 12 to 24 inches. It is certain the actual "topsoil" depth will be variable <br /> depending on slope and aspect. In these situations, topsoil removal will be dependent on <br /> safety and economic feasibility. <br />
