Box 15596 <br /> Lakewood, CO 80215 <br /> RE: Topsoil Salvage Plan, NOV C-85-33, New Elk Mine - File No. C-012-81 <br /> Dear Mr. Stout: <br /> The following comments are based on my review of the refuse disposal area <br /> (RDA) topsoil salvage plan, and our discussion of this plan during the June <br /> 27, 1985 inspection. <br /> 1 . ) Wyoming Fuel Company (WFC) must commit to salvaging all available <br /> suitable coversoil material . The use of 18 inches as a maximum salvage <br /> depth, or as a depth which delineates material to be used for <br /> workability enhancement is unacceptable due to the variability of soils <br /> in the area. The material used for salvage pads and workability <br /> enhancement must be the worst material available which still meets <br /> minimum standards for this use. <br /> 2. ) The volume of parent material used for salvage pads and workability <br /> enhancement must be minimized. The approximate width and depth of the <br /> salvage pads should be included in the plan. A description of when and <br /> how parent material will be used to enhance workability, and how this <br /> plan minimizes the volume of material used, should also be included. <br /> 3. ) As we discussed in the field, a minimum vertical buffer zone of 2 feet <br /> should be established between the refuse and areas to be stripped. <br /> This is to ensure that coversoil salvage proceeds one lift in advance <br /> of refuse disposal . Operationally, it seems that to implement this <br /> plan it would be necessary to salvage two of these 2 foot buffer zones <br /> (4 feet total ) before refuse disposal commences. Then, as refuse is <br /> disposed, a new 2 foot buffer can be excavated concurrently with each <br /> lift.
