Box 15596 <br /> Lakewood, CO 80215 <br /> Dear Mr. Stout: <br /> RE: Topsoil Salvage Plan <br /> New Elk Refuse Disposal Area, File No. C-012-81 <br /> I have reviewed your letter of August 13, 1985 which addressed my comments <br /> concerning topsoil salvage at the refuse disposal area (RDA). Although you <br /> have declined to be specific in your response, the Division will consider said <br /> response to be a commitment on behalf of Wyoming Fuel Company to: <br /> 1 . Salvage all available topsoil . <br /> 2. Use a minimum of material to construct salvage pads and enhance the <br /> workability of the refuse. <br /> 3. Maintain a minimum vertical buffer zone of 2 feet between refuse <br /> and undisturbed topsoil . <br /> The Division will closely monitor the achievement of these performances <br /> criteria during our field inspections.
