December 6, 2012 C- 1981 - 022 /Elk Creek Mine BFB <br />sump water injection hole on the Elk Creek Electric Generating Pad has been fitted with a steel manhole cover <br />(photo 3). Ditch D6 west of the Elk Creek Fan has been cleaned (photo 4). The culvert under the Pond E light use <br />road has a large rock in the inlet side and needs to be cleaned. Ponds A, B and D contained water, appeared to be <br />functioning properly and were not discharging. The small ditch around the coal silo directing water to Pond A was <br />clean and well maintained (photo 5). A new straw waddle was installed at GVB - LW7 -04. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 ❑ Drainage Control; Surface <br />Stabilization; Placement: <br />The II West Valley Coal Refuse Pile appeared to be stable. The top of the pile was compacted and a berm <br />was in place on the outslope edge. <br />ROADS — Rule 4.0311 Construction 4.03.1(3)/4.03.2(3)❑ Drainage 4.033.l(4)/4.03.2(4) 11 Surfacing and <br />Maintenance4.03.1(5) and (6)/4.03.2(5) and (6)❑ Reclamation 4.03.1(7)/4.03.2(7): <br />The Elk Creek Haul Road, the parking area and the access roads around the mine office were well <br />maintained and appeared to be stable. The gate on the Bear Creek access road was locked and the road was in <br />good condition up to the Bear Creek Fan. Between the fansite and GVB - LW7 -04 the access road was muddy in <br />spots but passable. <br />SUPPORT FACILITIES - Rule 4.04: <br />The Bear Creek Fansite looked stable and the fence was in good condition. <br />SIGNS AND MARKERS — Rule 4.02: <br />Multiple disturbance boundary markers were knocked over and need to be re- installed along the Elk Creek <br />drainage. <br />TOPSOIL — Rule 4.06 ❑ Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />The II West Soil Stockpile was in good condition. The appropriate signs were in place. Some cheatgrass <br />was noted on the topsoil stockpile. <br />DOCUMENTS RECEIVED: None <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforcement actions were taken as a result of this inspection and none are pending. <br />Number of Partial Inspection this Fiscal Year: 5 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 3 of 5 <br />
