The following is a discussion of the methods and criteria by
which revegetation success will be evaluated at the Maxwell Mine
in response to stipulation 6 of this section of the Draft
Findings Document :
CF&I proposes to direct all revegetation efforts at returning the
disturbed areas to grassland. w
f sampling and measurement for all revegetation areas
The method o p g g
and reference areas will be the same as that described in Exhibit
12 of the permit application. The precision value used for
determining adequate sample size will be changed to the 0 . 1 value
acceptable to the Division for all future vegetation sampling.
The method of evaluation of success will be to compare the
results of measurements taken on the reclaimed areas, which meet
the statistical confidence test to the criteria parameters for
that area. Should any data taken fail the statistical
confidence test , additional or new sampling will be performed
until the confidence criteria is met prior to the criteria
comparison.
The criteria for revegetated areas will be that of the
appropriate parts of Section 4 .15 .8 of the 1980 regulations using
the Maxwell Mine grassland reference area. The reclamation area
and the reference area will be sampled concurrently, statistical
confidence tests met and comparisons made on the percent success
parameters .
A revegetation monitoring "Plan" is not required by the
regulations and CF&I requests relief from this stipulation. CF&I
will monitor revegetation areas periodically for erosion rills
and gullies , for possible pest or weed problems, and for
vegetation success . Sampling and statistical testing will be
done prior to requesting bond release as required by regulation.
