INTRODUCTION <br /> Wyoming Fuel Company (WFC) is planning to conduct secondary or retreat mining at <br /> the New Elk and Golden Eagle Mines. The following assessment discusses potential <br /> impacts on Apache and Ciruela Canyons within the five year permit term. <br /> The stipulations to be addressed in this assessment include: <br /> Stipulation No. 11: <br /> Prior to secondary or retreat mining at the Allen Mine, the Permittee shall provide <br /> a hydrologic survey identifying all alluvial aquifers in, or adjacent to the permit <br /> area (except for the Purgatoire River alluvial aquifer which has already been <br /> identified). This survey shall contain information concerning depth below the <br /> surface, horizontal extent, water use, and quantity and quality of ground water as <br /> required by Rule 2.04.70). The operator shall also provide a discussion of the <br /> probable hydrologic consequences of mining upon those alluvial aquifers identified. <br /> Stipulation No. 14: <br /> Prior to secondary or retreat mining under Ciruela Canyon and Apache Canyon <br /> drainages, the Permittee must collect data on the quantity of water flowing in these <br /> drainages. Monitoring must be sufficient to differentiate seasonal flow variations. <br /> Prior to secondary or retreat mining under Pete Canyon, the applicant shall provide <br /> a description of stream flow characteristics and water use in Pete Canyon. <br /> The Permittee shall provide an assessment of the probable hydrologic consequences <br /> of secondary or retreat mining on the quantity and quality of surface water in <br /> Ciruela, Apache and Pete Canyons. <br /> All monitoring must continue until discontinuation is approved by the Division in <br /> writing. <br /> -1- <br />
