The "soil correction factor" is described in Section <br />4.5.1 of Permit Section 2.05.4(2)(e) and detailed calculations are found in the BIO -Logic <br />2009 Report. <br />PHASE II <br />2008 Sampling. Since sample adequacy was achieved for plant cover sampling on both <br />the reclaimed and reference area sites, sampled for Phase II Bond Release in 2008, <br />according to Rule 4.15.11(2), the revegetation success comparison can be made by "direct <br />comparison." Since the mean "allowable plant cover" of the Irrigated Pasture Reclaimed <br />Site sampled in 2008 averaged 72.35 percent which in greater than the Irrigated Pasture <br />Reference Area average "allowable plant cover" 58.00, it can be concluded that "allowable <br />plant cover" satisfies the Phase II bond release criteria. <br />PHASE III <br />2008 Sampling. Since sample adequacy was achieved for plant cover sampling on both the <br />reclaimed (Nm =4.1) and reference area (Nm =10.3) sites sampled for Phase III Bond <br />Release in 2008, according to Rule 4.15.11(2), the revegetation success comparison can be <br />made by "direct comparison." Since the mean "allowable plant cover" of the Irrigated <br />Pasture Reclaimed Site sampled in 2008 (Table 3, Irrigated Pasture Reclamation Phase <br />III 21.5 Acre Study Area - First Year's - 2008 Plant Cover) averaged 76.00 percent which <br />in greater than the Irrigated Pasture Reference Area average "allowable plant cover" 58.00 <br />(Appendix 1 -Table 2, Irrigated Pasture Reference Area - 2008 Plant Cover), it can be <br />concluded that "allowable plant cover" satisfies the Phase III bond release criteria with <br />respect to this parameter. <br />With respect to production, according to Appendix 1 - Table 4, Irrigated Pasture <br />Reclaimed Area Phase III 21.5 Acre Study Area - 2008 Production, did not meet sample <br />adequacy (Nm =47.5 transects) and only 30 transects were sampled, and according to <br />Appendix 1 - Table 5, Irrigated Pasture Reference Area - 2008 Production, likewise did <br />not meet sample adequacy (Nm =82.6 transects), but the mean desirable production of the <br />Irrigated Pasture Reclaimed Area 56.70 grams per one quarter square meter exceeds the <br />Irrigated Pasture Reference Area production success standard of 39.24 (56.70 X .90 % X <br />.7690 soil correction factor) grams per one quarter square meter, the requirements of Rule <br />4.15.11(2)C along with the "reverse null" statistical hypothesis can be used. Since the <br />calculated t equals 5.2689, which is greater than the t, of 1.311, Ho is rejected and <br />revegetation is deemed successful. <br />2009 Sampling. With respect to the Irrigated Pasture Reclamation (21.5 acre) since <br />sample adequacy was achieved for plant cover sampling on both the reclaimed (Nm =5.1) <br />and reference area (Nm =14.5) sites, sampled for Phase III Bond Release in 2009, <br />according to Rule 4.15.11(2), the revegetation success comparison can be made by "direct <br />comparison." Since the mean "allowable plant cover" of the Irrigated Pasture Reclaimed <br />Site sampled in 2008 (Appendix 1 -Table 6, Irrigated Pasture Reclamation Phase III <br />SL -14 03DEC12.wpd 51 <br />
