999 <br /> Groundwater program for Climax and Henderson <br /> Meeting held 616195 <br /> Attending: Allen Sorenson, DMG <br /> Jay Jones and Reese Ganster, Climax Molybdenum Co. <br /> John Lupo, TITAN Environmental <br /> Brice Romig, Climax Mine <br /> Anne Ihlenfeldt, Henderson Mine <br /> Tim Eastep, Henderson Mill <br /> THE FOLLOWING CONSTITUTES GENERAL GUIDANCE FOR IMPLEMENTATION OF A <br /> GROUNDWATER PROGRAM UNDER THE MINERAL RULES AND REGULATIONS. NOT ALL <br /> ASPECTS OF THIS GUIDANCE ARE APPLICABLE TO CLIMAX AND HENDERSON, BUT IN <br /> SUCH CASES NARRATIVE JUSTIFYING WHY CERTAIN COMPONENTS OF THE GUIDANCE ARE <br /> NOT APPLICABLE WOULD PROBABLY BE APPROPRIATE. SOME COMPONENTS OF THIS <br /> GUIDANCE CAN BE ADDRESSED IN A NON-EMPIRICAL MANNER. <br /> Under the groundwater regulations, potentially regulated activities at <br /> Climax and Henderson would be surface disposal of mine waste, tailing, and <br /> water treatment sludge, as well as increased exposure of vein material to <br /> oxidation through surface and underground mining activities. Also, <br /> underground disposal of water treatment sludge (see Rule 6.4. 19 (19) . <br /> As of January 31, 1994, an Interim Narrative Standard for ground water <br /> quality, applicable statewide, was established by the Water Quality <br /> Control Commission. The establishment of the Interim Narrative Standard <br /> will facilitate and allow implementation efforts by DMG to proceed based <br /> on Water Quality Control Commission adopted standards, albeit with the <br /> recognition that the Interim Narrative Standard may be supplanted by site- <br /> specific classifications and standards at some future date. <br /> Standards and Conditions <br /> Operations that may affect the quality of ground water which has not been <br /> classified by the Water Quality Control Commission shall protect the <br /> existing and reasonably potential future uses of such ground water. As <br /> such, existing and potential future uses of ground water in the vicinity <br /> of the sites must be adequately described or defined. <br /> Establishing permit conditions, including numeric protection levels, <br /> protective of unclassified groundwater uses: <br /> 1. Permit conditions shall be established for each operation that may <br /> have a reasonable potential to adversely affect the quality of a <br /> specified area that has not been classified by the Water Quality <br /> Control Commission. Conditions may be in the form of numeric <br /> protection levels, practice based permit conditions, or both. <br /> 2 . Points of compliance for numeric protection levels shall be set. <br />
