COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division
Rationale - Page 16. Permit No: CO-0000248
CHANGES TO PERMIT AFTER PUBLIC NOTICE PERIOD: (Continued)
demonstrations of compliance with the copper and/or cyanide standards at
Frisco Bridge are shown, then instream monitoring by Climax may cease and
higher discharge flows may be resumed.
Based upon the demonstration of greatly improved treatment during 1987 and
1988, as well as the lowered downstream concentrations during this period,
the Division has determined that no additional instream study is necessary
for evaluation at the 9000 gpm discharge flows. Thus, this study is no
longer required.
However, the quarterly groundwater monitoring is still required, and a
reduction in this monitoring frequency can not be considered until a
sufficient data base is available for review. Typically, monitoring at
groundwater wells for industrial permits is done at least on a quarterly
basis.
Appendix E includes the groundwater data from the first annual report. Well
No. 1 is approximately 3000 feet downgradient from the Mayflower tailing
pond, and Well No. 2 is approximately 4000 feet downgradient from Well No.
1. Both wells are situated near Tenmile Creek. For further information on
the wells, refer to the 1987 Groundwater Monitoring Wells Annual Report.
Don Holmer
October 26, 1988
November 10, 1988
