COLORADO DEPARTMENT OF HEALTH, Water Quality Control Division
Rationale - Page 10. Permit No: CO-0000248
LIMITATIONS AND MONITORING REQUIREMENTS FOR THIS PERMIT: (Continued)
Monthly monitoring for Total Dissolved Solids has also been incorporated into
this renewal permit. TDS monitoring is required for dischargers in the State
Colorado River Salinity Regulations. Pages la and lb of the permit now will
include the TDS monitoring requirements. Also refer to the salinity footnotes
g/ and h/ on page 3 of the permit.
Biomonitoring requirements are not included in this renewal permit; however,
refer to a further discussion of biomonitoring in the following "Changes to
Permit After Public Notice" section.
PERMIT REISSUANCE:
This renewal permit, which is incorporating the requested Amendment No . 3, will
be expiring September 30, 1993. The permit renewal application form should be
submitted 180 days prior to the expiration date. All conditions of the
previous renewal permit such as snowmelt bypass conditions, groundwater
monitoring conditions, etc. are applicable to this permit except for the
following changes which are applicable:
1. The groundwater program has been adjusted to address monitoring and data
submission as construction of two monitoring wells was completed July 1,
1987.
2. Compliance with Part I.E.1, Materials Containment Plan, may be accomplished
by submittal of an update of the previously submitted plan within 90 days
of the effective date of the permit, detailing all changes which have
occurred since the original submittal. If no changes have occurred, a
letter to this effect is required.
3. As previouly indicated in this rationale, for special conditions:
a) the 2:1 dilution requirement during snowmelt bypass has been deleted;
b) the snowmelt bypass period is being extended from 60 to 90 days;
c) the previous elected no discharge option during December 25 through
February 28 has been revised so that either option (discharge or no
discharge) may be utilized.
