BOX 187 <br />Executive Director <br />Craig, CO 81626 <br />Loretta Pineda <br />Director <br />RE: Trapper Mine, C- 1981 -010 <br />Permit Renewal No. 6 (RN6), Adequacy Review No. 3 <br />Dear Mr. Luke, <br />The Division of Reclamation Mining and Safety (Division) received an application to renew the reclamation <br />permit for the Trapper Mine; Permit No. C- 1981 -010 on June 20, 2012. The application was called complete for <br />review on June 29, 2012. The decision date for the permit renewal application is December 31, 2012. During our <br />meeting on November 16, 2012 Trapper submitted a response to the Division's second adequacy review letter <br />dated October 23, 2012. Several items will need to be addressed prior to the approval of the application: <br />1.2 General Corporate Information <br />Items 1 through 6 in the Division's second adequacy review letter is still under review. The AVS system <br />is currently down for maintenance, so the Division has been unable up verify and update the system with <br />the information you provided in response to these items. The Division will notify you if there are any <br />other outstanding adequacy issues in regards to this section once the AVS system is functioning. <br />Post Mining Topography Map; M12 <br />2. A new ridge is depicted on Map M12, Sheet 1 in the D/E pit area. This feature is a variance of the <br />contours currently approved and may alter the possible drainage course of a portion of the area. The <br />Division believes this change in topography on this map should be addressed during the upcoming permit <br />revision to be submitted and will require further review. In terms of the permit renewal, the currently <br />approved Sheet 1, M12 map is adequate. <br />Drainage and Sediment Control Plan <br />Maps M -9, M10A and M10B depict haul roads to be constructed, topsoil stripping areas and mining areas <br />that are outside of the currently approved Drainage and Sediment Control Plan as depicted on Map M51. <br />Specifically, these disturbances are depicted on Sheet 3 of these maps. In accordance with Rule <br />4.05.2(1), all surface drainage from the disturbed area shall be passed through a sedimentation pond, a <br />series of sedimentation ponds, or other treatment facilities before leaving the permit area. Plans and <br />designs to address the additional disturbance will need to be submitted to the Division in the form of a <br />revision. To facilitate the processing of the permit renewal, the Division could stipulate that prior to any <br />disturbance outside of the currently approved drainage and sediment control plan boundary; that Trapper <br />must submit and received approval of a revision to address drainage and sediment control for these <br />additional areas. <br />Office of Office of <br />Mined Land Reclamation Denver • Grand Junction • Durango Active and Inactive Mines <br />
