COMMENTS
This was a complete inspection of the Roadside Portals Mine conducted on November 26, 2012 by Mike Boulay
of the Division of Reclamation, Mining and Safety Grand Junction Field Office. Tonya Hammond of Snowcap
Coal Company(SCC)was present during the entire inspection. Weather conditions were sunny and cool. Ground
conditions were dry.
AVAILABILITY OF RECORDS —Rule 5.02.4(1):
The availability of records was checked at J.E. Stover&Associates offices. No problems were noted with the
records review. See the attached Availability of Records checklist.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10;

The remaining Sedimentation Pond 9 was inspected and was dry. The pond embankments, inlet and discharge
structures were all stable and no problems were noted. Drainage and diversion ditches were stable and dry.
Recent reclamation at the North Portal area included the final configuration of numerous permanent drainage
channels and diversions. We walked and inspected the entire length of each diversion at the North Portal.
Diversion Ditches (D-Dlthrough D13)were all found to be well constructed in accordance with approved designs.
Several of these permanent channels and diversions are shown in the attached photographs at the end of this
report.
