8.0 CONCLUSIONS <br />In accordance with our responsibilities as the Project Engineer and as the Quality <br />Assurance Consultant for construction of the 2011 Phase 5 VLF OSA 3 Portion, and per <br />the requirements of the various applicable DRMS approvals, AMEC Earth and <br />Environmental Inc. (AMEC) attests that it observed and performed the required CQA <br />activities during construction of the 2011 Phase 5 VLF OSA 3 Portion. Based on daily <br />communications with AMEC personnel, observations made during on -site visits, and review <br />of the laboratory and field test results, AMEC attests that the 2011 Phase 5 VLF OSA 3rd <br />Portion was constructed in compliance with the design plans and specifications as described <br />in this document. <br />Sincerely, <br />AMEC Earth and Environmental, Inc. <br />D.
