A large rock has been dragged up the NW corner of the GEC pond forming
a block against trespass.
Jack& John Robeda came along the County road during the inspection. They were checking on a spring in an
upper pasture.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4;
Sediment from the west side of the county road and slope NW of gate are contributing sediment on to the county
road. Following the rills and sheet flow evidence on the ground the inspector observed that a considerable portion
of the sediment deposited near the gate appears to be originating from historic road benches and disturbances
located on west side of the county road. These disturbances are located outside of the Southfield permit boundary
and are not Energy Fuels Coal Inc.'s responsibility. There was evidence that considerable sheet flow had occurred
in fairly well established vegetation within the past few months. Sediment deposition in the west side road ditch
appears to be fairly recent as well. Some sediment appears to originate from the cut bank alongside the west side
of the county road,but the majority of the sediment appears to come from slopes north and west of the cut bank.
It appears that a considerable flow of water has flowed over the pond. Additional head cutting of the spillway has
occurred. As noted previously,the pond is completely full of sediment. Vegetation on the sediment helps act as a
filter and slows the flow. Sediment and runoff from the east side of the county road that is unable to flow into the
pond and tends to deposit in the east roadside ditch.
The large gully/ditch on the west side of Chen's hill appears to have recent(Fall 2012) sediment deposition in the
bottom. It does not appear to have down cut any deeper.
Number of Partial Inspection this Fiscal Year: 0
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 9
