November 16, 2012 C-1981-038/Bowie No. 1 Mine MLT <br /> • The two ponds at the West Mine, W-1 and W-2, were observed from the roadway above. <br /> Both ponds were dry, and appeared to be stable. A small amount of snow was present on the <br /> north-facing slopes of the dams (Photo 2). <br /> • At the Timber Storage Area, silt fence installed during reclamation of the site in 2009 has <br /> come loose from the supporting posts at many locations (Photo 3). <br /> • The reconstructed segment of Stevens Creek appears to be extremely stable. Finer sediment <br /> has been washed down form upstream into the riprapped channel, resulting in the <br /> streambed's having a more natural appearance (Photo 3). <br /> • The Timber Storage Area Sedimentation Pond was dry and in good condition (Photo 4). The <br /> primary and emergency spillways were clear, and the gate on the primary spillway was <br /> closed. The inslopes and outslopes were well vegetated. <br /> ROADS —Rule 4.03 <br /> Construction 4.03.1(3) /4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br /> 4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> • The access road to the reclaimed West Mine was snow-covered past the corrals, so vehicular <br /> access to that area was not attempted. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> • Vegetation established at the reclaimed Timber Storage Area consists of a variety of <br /> desirable species (Photo 5). In addition to grasses, I observed Fourwing saltbush, Winterfat, <br /> and Blue flax. <br /> • I did not see any noxious weeds at the Timber Storage Area. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> • At the Paonia Loadout, a few structures remain: the truck scale and scale house, the <br /> substation, and the shop building. <br /> • Miscellaneous materials and equipment are stored on the benches near the southern end of <br /> the area (Photo 6) and at the former location of the silos, south of the shop (Photo 7). <br /> • The tracks were clear the entire length of the Loadout; no rail cars were being stored on the <br /> spur. <br /> • A half-dozen 55-gallon drums were being stored in the area between the tracks and the <br /> sedimentation pond. <br /> • The berm around the outer edge of the elevated portions of the Loadout was intact. <br /> • The sedimentation pond is well vegetated, and somewhat overgrown. It was dry at the time <br /> of the inspection (Photo 8). The primary spillway intake was clear, and the outlet gate was <br /> closed.
