November 15, 2012 C-1996-083/Bowie No. 2 Mine MLT <br /> • Ponds J and K were both dry, and the banks and dams were well vegetated. <br /> GENERAL MINE PLAN COMPLANCE: <br /> • Stockpiles of coal were present around each of the three silos (Photo 3). <br /> • A unit train, destined for the TVA, was being loaded with coal at the Loadout. <br /> PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> • Mr. Bear said that due to the quality of the coal being mined, the mine has recently been <br /> generating less coal mine waste (CMW). The preparation plant was in operation during the <br /> inspection; he said this was the first time in a week that they had needed to wash the coal. <br /> • BRL has made significant progress this year with handling and placement of CMW. <br /> Disposal Area#4 has been constructed to its final configuration (Photo 4), and as-built <br /> information has been submitted to the Division for review with TR-75. No coverfill material <br /> has been distributed across DA#4. <br /> • Work is continuing at CMW Disposal Area#2. Fresh refuse was being hauled to the active <br /> area at the western end of the pile for placement and compaction (Photo 4). Attention had <br /> been given to ensuring that no water was ponding on the pile's surface. <br /> • At the eastern side of CMWDA#2, coverfill material was being spread across the middle <br /> slopes (Photo 5); a thickness of four feet of material is targeted. Grade stakes were in place <br /> across the outslopes of the pile (Photo 6), showing where the CMW was at grade, and where <br /> minor cutting or filling was still needed in order to achieve the approved final slope <br /> configuration. <br /> • The lowermost slopes on DA#2 have been previously covered and seeded (Photo 6). <br /> ROADS —Rule 4.03 <br /> Construction 4.03.1(3) /4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br /> 4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br /> • Construction on the haul road from SH 133 down to Coal Mine Waste Disposal Area#3 was <br /> under way. Mr. Bear said that BRL has hired a contractor to accomplish the work. Coarse <br /> pit run material was being used to construct the roadway embankment. <br /> • Erosion protection, in the form of silt fence, was installed at the toe of the fill slope (Photo <br /> 7). <br /> • Vehicles hauling coal mine waste to the pile will use a pre-existing bridge that crosses the <br /> Fire Mountain Canal (Photo 8). <br /> • Articulated haul trucks are typically used by BRL to haul CMW to DA#2 and 94.
