Bill Bear represented the operator, Bowie Resources <br /> LLC, throughout the inspection. Temperatures were warm, and skies were clear. Although 2012 <br /> has been a dry year overall, the area did receive a small amount of snow on the previous <br /> weekend; the snow had since disappeared from south-facing slopes, but the ground was damp in <br /> spots. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> • Mr. Bear said he had received word that the Air Pollution Control Division (APCD)is <br /> making progress in its review of BRL's application to haul coal mine waste to Coal Mine <br /> Waste Disposal Area#3. The company is optimistic that the permit will be issued. <br /> FISH and WILDLIFE—Rule 4.18: <br /> • A small flock of Meleagris gallopavo (wild turkey) was seen in Hubbard Creek Canyon, <br /> south of the reclaimed fansite. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> • Sedimentation Ponds B (Photo 1), C (Photo 2), D and F were holding water, but no discharge <br /> was occurring from any of the ponds.
