No precipitation was experienced. The ground was 80% covered <br />with snow and muddy; inspection began at 11 am and mudgot worse into the afternoon. <br />Sheep were not observed on the site. <br />FISH and WILDLIFE –Rule 4.18: <br />Approximately 16 cow elk were seen near the West Ridge Pond. <br />HYDROLOGIC BALANCE -Rule 4.05Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage –Acid and Toxic Materials 4.05.8; <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Moffat Down Drain #4 was inspected. No sheep were in the area where the grass has been trampled. No <br />evidence of rills was observed, so they have apparently been repaired. <br />Rills have been repaired with straw bales (at least five were seen) near the Moffat Final Pit Ditch. The bales have <br />orange twine indicating that they lack weed seeds. Stakes were not seen but the bales felt like they are solidly in <br />the ground. <br />Center Ridge Pond, West Ridge Pond, and Moffat Pond were all holding water.
