Seneca Coal Company <br />Seneca It W Mine <br />SL-4 - Phase I Bond Release Request <br />November 2012 <br />Pond 016/016A Remediation Area <br />The Pond 016 Slide Area remediation activities were conducted during the 2011 and 2012 <br />construction seasons and were based on an approved design package. The actual locations of <br />some components were field fit, but the overall design criteria were adhered to. <br />There were a number of factors involved with stabilizing the area: <br />• A portion of permanent Road J/K was relocated <br />• Pond 016 slide material was removed and the cut slope stabilized <br />• Shrub Plot slump was regraded and material excavated to increase stabilization <br />• Pond 016A was backfilled with the material removed from the unstable areas <br />• Permanent Channel PM -2 was relocated and extended through the Pond 016A area <br />The remediation activities are presented in detail in the permit document in Attachment 20 -D, <br />Pond 016 Slide Area Construction Summary. The location of this area is shown on attached <br />Exhibit B, Postmining Topography and Drainage Map. <br />Shop Area <br />The existing shop building is proposed a permanent facility to be used for maintenance and <br />storage of agricultural and maintenance equipment and materials. The storage yard would <br />provide additional parking and storage of materials for the maintenance and upkeep of the <br />Seneca controlled property following final reclamation. <br />The shop facility and outside storage area will provide a year -round facility for on -going <br />maintenance, monitoring and upkeep for the Seneca controlled properties during final <br />reclamation. Following bond release the building will be used for maintenance and storage of <br />agricultural equipment and storage of agricultural supplies. Landowner request letter is contained <br />in Appendix 20 -2.1 of permit document. <br />The area is 2.7 acres in size and contains the shop building, storage area and electric transformer. <br />The location of this facility is shown on attached Exhibit B, Postmining Topography and <br />Drainage Map. <br />Water Well <br />The existing Seneca II -W Mine Shop Well was installed to supply domestic and industrial water <br />for the II -W shop and bath house facility and has been permitted by the Division of Water <br />Resources. This well will be permanently retained to supply water, as necessary, for agricultural <br />maintenance and other land owner uses as identified in the future. The location of this facility is <br />shown on attached Exhibit B, Postmining Topography and Drainage Map. <br />Postmine Channel PM - 2D <br />This channel was excluded from the previous SL -3 bond release due to excessive erosion from <br />the spring runoff event. The channel has been repaired with the placement of riprap and gabions <br />to control the velocity of future runoff. The location of this channel is shown on attached Exhibit <br />B, Postmining Topography and Drainage Map. <br />SL-4 -5 <br />
